I think not because the American governments along with the dominant White population in the society controls all the wealth and resources in the United States. The dominant White population controls all societal institutional pillars, public and private land, and more importantly, dominate the control of policy making in the American society yet the root of racism remains the society number one problem that White society turns a blind eye to its motivating power.
Furthermore, White society willfully and dogmatically refuse to atone and correct its national historical crimes against humanity. In particular, systemic crimes against humanity affecting the Black and Red people living inside America.
Atonement for its past 300 years of enslavement of Black people and the genocidal removal of native Red and Black inhabitants during the 300 year period of Institutional Slavery that provided this Nation past and present-day great wealth.
The only means available for civilized humanity to correct crimes against victims of said crimes is to prosecute the criminals then provide the victim’s monetary/land ownership as compensation. As a means of restoring, the loss of humanity and culture awareness of said victims/group to relocate outside the nation or remain as a group to compete equally in the society with the said dominate White race/group.
White America today, on the other hand, denies its race/group responsibility to repair its founding father’s institutionalized crimes against humanity and interior unjust social treatment against the Black and Red people of America.
Therefore, change in American racism will always remain in the corner of interpretation by the broader controlling forces over the American society. The change will remain the elusive issue of the Black and White problem in America.
I say, until the descendants of America x Black slaves are restored to a level of self/group determination given control over their group input and output of the groups political, social, and economic resources generated in the American society the matter of constant race problems in America will remain the bedrock which birth America as a Nation.
